Personality:

Not quite strict, but not quite laid-back either--Libra acts in accordance to what the situation dictates. However, it should be stated that he a.) does not mind being used so long as those in his care/those he treasures are not harmed, and b.) He has a fair amount of experience in tactics as a result of constantly being surrounded by individuals like Eirene and Langley, as well as being an enemy of Parma. He typically will try to be as affable as he can manage with a few snide remarks here and there depending on who he's speaking with, but as with any person: He has a limit, and is known to be brutal when he finally chooses to completely snark someone off.

In contrast to the vast majority of individuals in the world of PTN, Libra stands fast with the Sinners and after having experienced the horrors at SALVA: He sees the shades of gray that many often forget the moment that they hear the word 'Mania'. Mania isn't simply 'power' to him, it is the inevitable and irreversible mental breakdown that he bore witness to in Syndicate.

Quick Background:

Having been roused from his cryo-sleep, the memory encryption/input system having failed with the interference of the mysterious woman attacking the Bureau--Libra was thrust quickly and without warning into the role of the MBCC Chief. He is tasked with the arrest, shackling, and overseeing of Sinners, aka those who are infected with Mania and given power as a result of this infection.

Abilities:

The 'shackles' that he possesses allow for him to impose his will upon a Sinner, track them, and can nullify or amplify their power at his command. These shackles give him a certain degree of power, and increase greatly in the presence of areas of Contamination induced by Mania and/or Mania Crystals. This applies especially from within the confines of a Black Ring, a rare but very real phenomena that occurs when a powerful Sinner reaches their breaking point under certain conditions, or when a massive collection of Mania converges in a single area.

His Potestas, an offset ability of the shackles, allows him to utilize abilities (ranging from minor healing to energy bolts) towards those infected with Mania, and thus cannot affect normal individuals.
